{"id":2863,"date":"2020-11-25T08:35:05","date_gmt":"2020-11-25T08:35:05","guid":{"rendered":"http:\/\/skp.si\/en\/2020\/11\/25\/25-11-2020-importance-and-strengthening-of-self-sufficiency-and-short-supply-chains-in-rural-areas-through-the-leader-clld-approach\/"},"modified":"2021-09-29T16:29:16","modified_gmt":"2021-09-29T14:29:16","slug":"25-11-2020-importance-and-strengthening-of-self-sufficiency-and-short-supply-chains-in-rural-areas-through-the-leader-clld-approach","status":"publish","type":"post","link":"https:\/\/skp.si\/en\/news\/25-11-2020-importance-and-strengthening-of-self-sufficiency-and-short-supply-chains-in-rural-areas-through-the-leader-clld-approach","title":{"rendered":"25. 11. 2020 &#8211; Strengthening of self-sufficiency and short supply chains through the LEADER\/CLLD approach"},"content":{"rendered":"<p><span style=\"font-size: 10pt;\"><strong>At a time when Slovenia is once again facing an epidemic COVID-19, the importance of local self-sufficiency and short supply chains is particularly highlighted. <\/strong>Every third Friday in November we celebrate Slovenian Food Day, in whose context the Traditional Slovenian Breakfast project, consisting of locally produced and processed foods, will be carried out this year for the tenth consecutive year.<\/span><\/p>\n<p><span style=\"font-size: 10pt;\"><strong>The strengthening of short supply chains and food self-sufficiency is supported <\/strong>through the Rural Development Programme 2014-2020 within the Cooperation measure as well as<strong> the LEADER measure being part of the CLLD joint approach. <\/strong>Within this bottom-up approach co-financed by three European funds:<\/span><\/p>\n<ul>\n<li><span style=\"font-size: 10pt;\">European Agricultural Fund for Rural Development,<\/span><\/li>\n<li><span style=\"font-size: 10pt;\">European Maritime and Fisheries Fund and<\/span><\/li>\n<li><span style=\"font-size: 10pt;\">European Regional Development Fund<\/span><\/li>\n<\/ul>\n<p><span style=\"font-size: 10pt;\">A wide range of projects bringing together and integrating different sectors and stakeholders in the local area are implemented.<\/span><\/p>\n<p><span style=\"font-size: 10pt;\"><strong>37 Local Action Groups (LAGs)<\/strong> play a major role in connecting and addressing local needs, covering the whole territory of Slovenia, and thus bringing together different partners in the field with their tripartite structure. Check the <a href=\"http:\/\/program-podezelja.si\/sl\/knjiznica\/129-zemljevid-lokalnih-akcijskih-skupin-las-v-okviru-pristopa-leader-clld-2014-2020\/file\" target=\"_blank\" rel=\"noopener nofollow external noreferrer\" data-wpel-link=\"external\" class=\"wpel-icon-right\">map <span class=\"wpel-icon wpel-image wpel-icon-5\"><\/span><\/a>and a <a href=\"http:\/\/program-podezelja.si\/en\/35-en\/1026-16-5-2019-local-action-groups-in-slovenia-in-a-new-broschure\" target=\"_blank\" rel=\"noopener nofollow external noreferrer\" data-wpel-link=\"external\" class=\"wpel-icon-right\">catalog<span class=\"wpel-icon wpel-image wpel-icon-5\"><\/span><\/a> of Slovenian LAGs.<\/span><\/p>\n<p><span style=\"font-size: 10pt;\">Already in the first wave of declared coronavirus epidemic, some LAGs connected and brought together local food producers and other service providers. The lists of local suppliers were published on the LAGs websites and on the portal of the Ministry of Agriculture, Forestry and Food under the title of \u201c<a href=\"https:\/\/www.nasasuperhrana.si\/\" target=\"_blank\" rel=\"noopener nofollow external noreferrer\" data-wpel-link=\"external\" class=\"wpel-icon-right\">Na\u0161a Super Hrana<span class=\"wpel-icon wpel-image wpel-icon-5\"><\/span><\/a>\u201d.<\/span><\/p>\n<p><span style=\"font-size: 10pt;\">Local development strategies approved for each LAG area often encourage the development of short supply chains and the marketing of locally produced products linking together local cuisine, wines, the tradition of apiculture and other traditional local products. Such projects often raise awareness of the importance of using and consuming locally produced products. The approach also established some new brands of locally produced products and services in order to promote and foster the marketing of local products.<\/span><\/p>\n<p><span style=\"font-size: 10pt;\"><span style=\"color: #99cc00;\">LEADER\/CLLD projects<\/span> are highly interdisciplinary and complex in nature, have multiplier effects, and are closely intertwined in terms of content, making strict substantive separation very difficult to determine. Nevertheless, an analysis of the substance of the LEADER projects approved so far (over 500) shows a 12% share of projects relating to agriculture, forestry and food.<\/span><\/p>\n<p><span style=\"font-size: 10pt;\">Projects on agriculture, forestry and food cover a very wide sphere, particularly in the context of complementary farm activities, where programmes, services and products are supported to increase local self-sufficiency such as local food, fruit growing, wine, meat, vegetables, hay milk, etc., as well as short supply chains, branding and marketing of various products. Such projects often transfer knowledge on the importance of preserving agricultural land and include pilot projects demonstrating the preservation of old crops, indigenous breeds, herbalism, horticulture, and projects related to beekeeping and the importance of forest conservation.<\/span><\/p>\n<p><strong class=\"h2 h3\">Revitalisation of marketplaces<\/strong><\/p>\n<p><span style=\"font-size: 10pt;\">Using the LEADER funds, a covered market in Sodra\u017eica was set up, while in many other locations the existing marketplaces were modernised and\/or upgraded (in Hrastnik, \u017dalec, Prebold, Pivola, etc.). Moreover, the marketplaces in Dom\u017eale, Komenda, Medvode, Menge\u0161, Vodice and Trzin are to be expanded with additional stalls.<\/span><\/p>\n<p style=\"text-align: left;\"><strong class=\"h3\">Development of local brands<\/strong><\/p>\n<p><span style=\"font-size: 10pt;\">Within the Rogla-Pohorje tourist destination, <a href=\"https:\/\/www.facebook.com\/OkusiRogle\/\" target=\"_blank\" rel=\"noopener nofollow external noreferrer\" data-wpel-link=\"external\" class=\"wpel-icon-right\"><span style=\"color: #99cc00;\">the \u201c<span style=\"color: #99cc00;\">Okusi Rogle<\/span>\u201d (\u201cTastes of Rogla\u201d) brand<\/span><span class=\"wpel-icon wpel-image wpel-icon-5\"><\/span><\/a> is being re-established in order to bring together a high-quality culinary programme. Projects co-financed by the European Maritime and Fisheries Fund are also being implemented in this region. In one of these projects, the <a href=\"https:\/\/www.mlekarna-planika.si\/\" target=\"_blank\" rel=\"noopener nofollow external noreferrer\" data-wpel-link=\"external\" class=\"wpel-icon-right\">Planika Dairy<span class=\"wpel-icon wpel-image wpel-icon-5\"><\/span><\/a> and the <a href=\"https:\/\/www.ribiska-druzina-tolmin.si\/faronika\/\" target=\"_blank\" rel=\"noopener nofollow external noreferrer\" data-wpel-link=\"external\" class=\"wpel-icon-right\">Faronika Fish Farm<span class=\"wpel-icon wpel-image wpel-icon-5\"><\/span><\/a> joined their respective efforts and created an innovative local product: fish spread with chunks of smoked trout from the Faronika Fish Farm and Tolmin cottage cheese from the Planika Dairy. This spread was voted online as the best food product in the 2020 competition by the readers of Finance and the Agrobiznis portal.<\/span><\/p>\n<p><img class=\" size-full wp-image-2860\" style=\"display: block; margin-left: auto; margin-right: auto; border: 1px solid #000000;\" src=\"http:\/\/skp.si\/en\/wp-content\/uploads\/2020\/11\/Dolina_Soce_brand_-_Tatjana_Salej_Faletic.jpg\" alt=\"Dolina So\u010de brand Tatjana \u0160alej Faleti\u010d\" width=\"500\" height=\"375\" srcset=\"https:\/\/skp.si\/en\/wp-content\/uploads\/2020\/11\/Dolina_Soce_brand_-_Tatjana_Salej_Faletic.jpg 1384w, https:\/\/skp.si\/en\/wp-content\/uploads\/2020\/11\/Dolina_Soce_brand_-_Tatjana_Salej_Faletic-300x225.jpg 300w, https:\/\/skp.si\/en\/wp-content\/uploads\/2020\/11\/Dolina_Soce_brand_-_Tatjana_Salej_Faletic-1024x768.jpg 1024w, https:\/\/skp.si\/en\/wp-content\/uploads\/2020\/11\/Dolina_Soce_brand_-_Tatjana_Salej_Faletic-768x576.jpg 768w, https:\/\/skp.si\/en\/wp-content\/uploads\/2020\/11\/Dolina_Soce_brand_-_Tatjana_Salej_Faletic-627x470.jpg 627w\" sizes=\"(max-width: 500px) 100vw, 500px\" \/><\/p>\n<p style=\"text-align: center;\">\u201cDolina So\u010de\u201d brand, photo: Tatjana \u0160alej Faleti\u010d<\/p>\n<p style=\"text-align: left;\"><span style=\"font-size: 10pt;\">Dolenjska region is connected by a CLLD project co-financed by the European Regional Development Fund, under which <a href=\"https:\/\/dobrote-dolenjske.si\/\" target=\"_blank\" rel=\"noopener nofollow external noreferrer\" data-wpel-link=\"external\" class=\"wpel-icon-right\"><span style=\"color: #99cc00;\">the \u201cDobrote Dolenjske\u201d (\u201cDolenjska Delights\u201d) collective brand<\/span><span class=\"wpel-icon wpel-image wpel-icon-5\"><\/span><\/a> was created, bringing together not only the providers for a joint market appearance, but also preparing the Dolenjska Gastronomy Strategy and launching culinary events, new tourism products and a mobile shop.<\/span><\/p>\n<p style=\"text-align: left;\"><span style=\"font-size: 10pt;\"><a href=\"https:\/\/www.jeruzalem-slovenija.si\/\" target=\"_blank\" rel=\"noopener nofollow external noreferrer\" data-wpel-link=\"external\" class=\"wpel-icon-right\"><span style=\"color: #99cc00;\">The \u201cJeruzalem Slovenia\u201d collective brand<\/span><span class=\"wpel-icon wpel-image wpel-icon-5\"><\/span><\/a>, which brings together the providers of Prlekija region municipalities, winemakers, tourist farms, beekeepers and the producers of pumpkin oil, meat products and others, is also gaining recognition.<\/span><\/p>\n<p><span style=\"font-size: 10pt;\"><a href=\"https:\/\/the-secretvillage.com\/\" target=\"_blank\" rel=\"noopener nofollow external noreferrer\" data-wpel-link=\"external\" class=\"wpel-icon-right\"><span style=\"color: #99cc00;\">The \u201cSecret Village\u201d brand<\/span><span class=\"wpel-icon wpel-image wpel-icon-5\"><\/span><\/a> was created around Postojna and Pivka municipalities. Among other activities a website was launched with an online store for the marketing of organic agricultural products, the sales programme was expanded and the packaging and labels were designed under this project.<\/span><\/p>\n<p><strong class=\"h3\">Local self-sufficiency in public institutions<\/strong><\/p>\n<p><span style=\"font-size: 10pt;\">Around \u0160kofja Loka (<a href=\"https:\/\/las-pogorje.si\/\" target=\"_blank\" rel=\"noopener nofollow external noreferrer\" data-wpel-link=\"external\" class=\"wpel-icon-right\">LAG Loka&#8217;s Mountains<span class=\"wpel-icon wpel-image wpel-icon-5\"><\/span><\/a>), great emphasis is placed<span style=\"color: #000000;\"> <a style=\"color: #000000;\" href=\"https:\/\/las-pogorje.si\/\" target=\"_blank\" rel=\"noopener nofollow external noreferrer\" data-wpel-link=\"external\" class=\"wpel-icon-right\">on local self-sufficiency and short supply chains in educational institutions<span class=\"wpel-icon wpel-image wpel-icon-5\"><\/span><\/a>, so a project aimed at all four municipalities (Gorenja Vas \u2013 Poljane, \u0160kofja Loka, \u017delezniki and \u017diri) and promoting food self-sufficiency by increasing local production, processing and consumption, aims to in<\/span>crease the competitiveness of local producers and the local food market, boost the availability of local food for the local population, and additionally, foster balanced meals in schools and set-up short supply chains.<\/span><\/p>\n<p><span style=\"font-size: 10pt;\"><span style=\"color: #000000;\">In Prlekija region (<a href=\"http:\/\/www.las-prlekija.com\/\" target=\"_blank\" rel=\"noopener nofollow external noreferrer\" data-wpel-link=\"external\" class=\"wpel-icon-right\">LAG Prlekija<span class=\"wpel-icon wpel-image wpel-icon-5\"><\/span><\/a>), the projects strive to increase the number of educational institutions ordering local food, to reduce the amount of food waste and to increase the share of consumption of locally grown food in public inst<\/span>itutions as well as in households throughout the area. This project has developed pilot software that will help improve food purchasing, as well as facilitate monitoring and simplification of the food ordering system for educational establishments. Several trainings and workshops within the project have contributed to better qualified local food providers and to their increased production and sales, as well as to a greater connectivity between local producers and consumers.<\/span><\/p>\n<p><strong class=\"h3\">Cooperation projects of local action groups<\/strong><\/p>\n<p><span style=\"font-size: 10pt;\">Cooperation projects between different LAGs co-financed under the LEADER measure, sub-measure Preparation and implementation of LAG cooperation activities, have a significant added value in raising awareness about food self-sufficiency, joint market appearance of providers and the transfer of knowledge about locally produced food. Cooperation projects play a particularly important role as they connect not only the local area but also broader areas, which are not always spatially related or are even connected with areas in foreign countries. The promotion of short food supply chains and local markets is just one of the areas supported by this sub-measure. As many as 28 LAG cooperation projects were approved in the framework of five public tenders during the 2014-2020 programming period.<\/span><\/p>\n<p><span style=\"font-size: 10pt;\"><span style=\"color: #008000;\">The project \u201cOpen farms \u2013 experiential learning on farms\u201d<\/span> (\u201cOdprta vrata kmetij\u201d) connected four LAGs: <a href=\"https:\/\/las-pogorje.si\/\" target=\"_blank\" rel=\"noopener nofollow external noreferrer\" data-wpel-link=\"external\" class=\"wpel-icon-right\">LAG Loka\u2019s Mountains<span class=\"wpel-icon wpel-image wpel-icon-5\"><\/span><\/a> (LAS lo\u0161kega pogorja),<a href=\"https:\/\/las-srceslovenije.si\/sl_SI\/\" target=\"_blank\" rel=\"noopener nofollow external noreferrer\" data-wpel-link=\"external\" class=\"wpel-icon-right\"> LAG The Heart of Slovenia<span class=\"wpel-icon wpel-image wpel-icon-5\"><\/span><\/a> (LAS Srce Slovenije), <a href=\"https:\/\/las-sciljem.si\/\" target=\"_blank\" rel=\"noopener nofollow external noreferrer\" data-wpel-link=\"external\" class=\"wpel-icon-right\">LAG For Community-Initiative-Lineage<span class=\"wpel-icon wpel-image wpel-icon-5\"><\/span><\/a> (LAS S CILjem) and <a href=\"https:\/\/www.las-gorenjskakosarica.si\/\" target=\"_blank\" rel=\"noopener nofollow external noreferrer\" data-wpel-link=\"external\" class=\"wpel-icon-right\">LAG Gorenjska Ko\u0161arica<span class=\"wpel-icon wpel-image wpel-icon-5\"><\/span><\/a> (LAS Gorenjska ko\u0161arica). Through these LAGs, the project also encompassed several farms engaged in hay milk production and processing, and the growing and processing of berries and other fruits. A tour of the providers involved in the so-called fruit chain was organised. Farmers exchanged their experiences in fruit and berries production and processing and learned about the possibilities of marketing and processing berries as a complementary source of income. In orchards they got acquainted with heritage varieties of fruit trees and the planning of meadow orchards; while visiting a nursery they learned about planning, maintaining and trimming of fruit trees, as well as methods of determining fruit ripeness. On farms they also watched fruit being processed into wine and vinegar, as well as the processing of fruits into juices, spirits and dried fruit. The project also included a visit to farms participating in the so-called hay chain (preparation of fodder for hay milk, cheese processing, production of yogurt from hay milk and production of goat hay milk). In this way, the project aims to raise awareness of various target consumer groups through several communication channels, including direct experience on farms. The focus is on restoring the value to agricultural products that they used to have in the past. A strong emphasis is placed on raising awareness of different target groups of consumers, including direct experience on the farms.<\/span><\/p>\n<p><span style=\"font-size: 10pt;\"><span style=\"color: #008000;\">\u201dEating different, eating local!\u201d (\u201cJem druga\u010de, jem doma\u010de!\u201d)<\/span> cooperation project was focused on increasing food self-sufficiency and was carried out by five LAGs in Podravje region, and Obsotelje and Kozjansko region: <a href=\"https:\/\/www.lasdobrozanas.si\/\" target=\"_blank\" rel=\"noopener nofollow external noreferrer\" data-wpel-link=\"external\" class=\"wpel-icon-right\">LAG Good for us<span class=\"wpel-icon wpel-image wpel-icon-5\"><\/span><\/a> (LAS Dobro za nas), <a href=\"http:\/\/www.las-bogastvopodezelja.si\/\" target=\"_blank\" rel=\"noopener nofollow external noreferrer\" data-wpel-link=\"external\" class=\"wpel-icon-right\">LAG Richness of rural areas along the Drava River and in Slovenske gorice Hills<span class=\"wpel-icon wpel-image wpel-icon-5\"><\/span><\/a> (LAS Bogastvo pode\u017eelja ob Dravi in v Slovenskih goricah), <a href=\"https:\/\/www.lastovica.si\/\" target=\"_blank\" rel=\"noopener nofollow external noreferrer\" data-wpel-link=\"external\" class=\"wpel-icon-right\">LAG Swallow<span class=\"wpel-icon wpel-image wpel-icon-5\"><\/span><\/a> (LAS Lastovica), <a href=\"https:\/\/www.las-ok.si\/\" target=\"_blank\" rel=\"noopener nofollow external noreferrer\" data-wpel-link=\"external\" class=\"wpel-icon-right\">LAG Obsotelje and Kozjansko<span class=\"wpel-icon wpel-image wpel-icon-5\"><\/span><\/a> (LAS Obsotelje in Kozjansko) and <a href=\"https:\/\/www.toti-las.si\/\" target=\"_blank\" rel=\"noopener nofollow external noreferrer\" data-wpel-link=\"external\" class=\"wpel-icon-right\">TOTI LAG<span class=\"wpel-icon wpel-image wpel-icon-5\"><\/span><\/a> (TOTI LAS). Within these areas several training modules on product marketing, promotions and sales, and on joint market appearance of local producers (10 participants) were carried out. A joint corporate identity was designed and an e-catalogue of providers was compiled. The project was well received among kindergarten and primary school children, with children learning about the importance of locally produced food through practical demonstrations of food preparation. By September 2020, it has connected around 200 local providers and municipalities from the area of the partners involved. Their offered programme can be accessed via the Klopotec mobile application, and a website is also being set up. Providers are also connected through sale stalls and a variety of cross-border promotion activities. During coronavirus preventive measures (e.g. closed shops) and a shortage of goods, many providers have made their supplies available to local communities without rising prices, which is of great importance in terms of short routes and the local economy.<\/span><\/p>\n<p><span style=\"font-size: 10pt;\">T<span style=\"color: #99cc00;\">he \u201cHand in Hand towards Quality Food\u201d (\u201cZ roko v roki do kakovostne prehrane\u201d) project<\/span>, implemented by four LAGs: <a href=\"http:\/\/las-ppd.si\/\" target=\"_blank\" rel=\"noopener nofollow external noreferrer\" data-wpel-link=\"external\" class=\"wpel-icon-right\">LAG Heritage Trails from Turjak to Kolpa<span class=\"wpel-icon wpel-image wpel-icon-5\"><\/span><\/a> (LAS Po poteh dedi\u0161\u010dine od Turjaka do Kolpe), <a href=\"https:\/\/www.lasnotranjska.si\/\" target=\"_blank\" rel=\"noopener nofollow external noreferrer\" data-wpel-link=\"external\" class=\"wpel-icon-right\">LAG Notranjska<span class=\"wpel-icon wpel-image wpel-icon-5\"><\/span><\/a> (LAS Notranjska), <a href=\"https:\/\/las-snezniknanos.si\/\" target=\"_blank\" rel=\"noopener nofollow external noreferrer\" data-wpel-link=\"external\" class=\"wpel-icon-right\">LAG Between Sne\u017enik and Nanos<span class=\"wpel-icon wpel-image wpel-icon-5\"><\/span><\/a> (LAS Med Sne\u017enikom in Nanosom), and <a href=\"https:\/\/las-dbk.si\/\" target=\"_blank\" rel=\"noopener nofollow external noreferrer\" data-wpel-link=\"external\" class=\"wpel-icon-right\">LAG Dolenjska and Bela Krajina<span class=\"wpel-icon wpel-image wpel-icon-5\"><\/span><\/a> (LAS Dolenjska in Bela krajina), will aim to set up an effective local sustainable supply system with local produce mainly for public institutions, and thus the creation of short supply chains. At this point we emphasise the synergy of food production and processing with tourism in the countryside, cuisine and the creation of new business opportunities in this area.<\/span><\/p>\n<p><span style=\"font-size: 10pt;\">The measures implemented by local communities are important in terms of support for the specific initiatives of rural populations and will have an even more important role of agricultural policy in the future, as awareness of the importance of local supply is increasing.
